The Tibet travel permit (TTP) is the most important permit for travel in Tibet, but if you want to travel outside Lhasa such as Gyangtse, Shigatse, Everest and so on, you will also need an Aliens’ Travel Permit. As Lhasa and Nagqu region are open for foreign travelers, you don’t need to apply for Aliens’ travel permit.
1 What’s the Aliens’ travel permit?
The Aliens’ travel permit issued by the local Tibet public security bureau is also well-known as the PSB license. Compared with Tibet travel permit, the Aliens’ travel permit is not the essential permits for foreign travelers to enter Tibet, but it needed when you travel to the unopened regions in Tibet such as Shigatse, Nyingchi and some other areas of Lhasa city. After you enter Tibet, it is so easy for you to apply for it in Lhasa and Shigatse city.
2 How to apply for Aliens’ travel permits?
Unlike other permits, you apply for Aliens’ travel permit when entering Tibet. Once in Tibet, your tour guide must retain your passport and the original Tibet travel permit to represent you on applying for Aliens’ travel permit. Only when local Tibet travel agency you booked in above the area like Lhasa and Shigatse city, it may take about 30 minutes to complete the application with simple procedures.
3 How to know if I need to apply for Aliens’ travel permit?
At present, if you intend to visit the following places, you must apply for an Aliens’ travel permit:
Shigatse Area: Sakya Monastery, Mt. Everest, and Everest Base Camp, Rongbuk Monastery, etc.
Gyangtse County: Palcho Monastery &its Kubum Stupa, etc.
Shannan Region: Samye Monastery, Changdruk Temple, Yumbulagang Palace, Tomb of Tibetan King, etc.
Nyingchi Region: Basum Lake, Pomi, Rawu, etc.
Ngari Region: Mt. Kailash, Lake Manasarovar, etc.

Note: As Lhasa and Nagqu regions are open for foreign travelers, you don’t need to apply for Aliens’ travel permit to enter these regions.
4 Who can’t apply for the Aliens’ travel permit?
As so far, only diplomatic officials, journalists, and government officials in the foreign country are unable to enter Tibet and the other foreign travelers can get Aliens’ travel permit by a local Tibet travel agency. Moreover, the pilgrims from India have to apply for Aliens’ travel permit by a special local travel agency.
5 How much is it for an Aliens’ travel permit?
It costs about 50 Yuan/person for an Aliens’ travel permit and it may take about 30 minutes to complete the application with simple procedures. It will not waste your time.
6 We are not allowed to sell any permits to independent travelers.
Tibet region does not allow independent travel due to some political reasons. According to Chinese tourism regulations, any Tibet travel agency shall not sell all these Tibet permits to independent travelers. All foreign travelers need to book a Tibet tour with a local Tibet travel agency and accompanied by the guide and driver in this agency.
